Lease decay does not mean that HDB flat will have $0 in value, Heng
Finance Minister Heng Swee Keat said yesterday that lease decay does not mean that Housing & Development Board (HDB) flats will have zero dollar value when HDB dwellers turn 85.
Speaking yesterday (March 19) at the annual conference of real estate agency PropNex, Heng tried to allay recent concerns about HDB lease decay by using the example of a 25-year-old Singaporean buying a new 99-year-lease HDB flat. Pointing out that 85 is the life expectancy of Singaporeans, he said that the 25-year-old's flat will have more than 30 years of lease left when he or she turns 85.
Heng was responding to a question from PropNex chief executive officer Ismail Gafoor on the lease decay issue of HDB flats, which has become “very much political”.
Commenting on the lease decay, Mr Heng exclaimed: “Is there still value in the flat? Absolutely!"
“At the age of 85, you decide whether you want to pass on the property to your children. You decide what you want to do with it. There is still value in the property. It is not going to go to zero when you are 85,” Mr Heng stressed. Most FB users who commented on the report refused to believe that lease decay will not have an impact on the value of their HDB flats.

Any residual value is also considered value. $1 is also value." Yet another FB user said: "but the key question is how much value with less than 30 years lease? We have previously been told value of flat will drop significantly by then. And that assuming one bought a BTO. What if one bought a resale, which will have even lesser years of lease and nearer its 99 year mark? The answer given seems to miss out on all such pertinent info." Other users besides questioning what will be the actual value of a flat which has 30 years of lease left be, also asked how much home loan they will be able to get on such a HDB flats. One FB user, referring to the possibility that Heng is the Prime-Minister-designate of Singapore, suggested that his comments only shows that Singaporeans are in deep trouble."When the PM-apparent tries to be clever with words, you all know we are in deep trouble."https://www.youtube.com/watch?v=Fj0BACVXAYc Most owners of older HDB flats have now come to accept that the value of their 99-year-leasehold property is not going to keep on increasing forever and ever – one major reason for this being the revised CPF rules. There are several government policy restrictions which suppresses the attractiveness of older HDB flats for buyers. These are some restrictions:
- From 1 July 2013, CPF (Central Provident Fund) usage and HDB loan was restricted for purchase of flats with remaining lease less than 60 years.
- For flats that are 64 years old, banks are unwilling to extend loans to finance the purchase of these flats.
- For flats which are 69 years old (or less than 30 years of lease remaining), CPF money cannot be used for down payment or to service the monthly mortgage.
- From the 79th year onwards, the property has to be paid for in cash.
