Are LTA traffic warden above the law? Warden illegally parks motorbike in yellow zig-zag line zone to eat

A Land Transport Agency enforcement officer is caught on camera having a meal while his motorbike is parked illegally on the yellow zig-zag line along the side of the road. The single yellow zig-zag lines mandates that there should be no parking at all times on this side of the road and on the public footpath adjacent to the road. LTA said that the offence carries 3 demerit points, and the driver/rider has to pay $180 in fine. Facebook user Siva Kumar who shared the video in his Facebook asked if LTA Traffic Wardens were above the law. The Traffic Warden acknowledged that he was not allowed to park in that zone and said that he will move his motorbike soon.
